Mona Pasquil Appointed Lt. Governor
Sacramento — Mona Pasquil has been appointed acting lieutenant governor of California, reports the Philippine News. A longtime Democrat, Pasquil, 48, will serve as take over duties of erstwhile Lt. Gov. John Garamendi, the runaway winner for the 10th District congressional seat vacated by State Undersecretary Ellen Tauscher. Kansas-born Pasquil is the first woman and fifth acting lieutenant governor in the Golden State. California has had 46 lieutenant governors.
“I’m thrilled and honored to be the first woman but most importantly the first Filipina to be appointed to this seat,” Pasquil told Philippine News two hours after officially assuming her post. “I’m so honored for our community, especially for our pioneers who worked extremely hard for us (who came after) to go just a little bit further. This is great opportunity to help others in this ethnic mosaic that is our state.”
Pasquil will serve in an administrative capacity until confirmation of Gov. Arnold Schwarzenegger’s appointee, which may take place in 90 days. Pasquil may sit on or appoint members of regulatory commissions and state agencies, but Senate President Pro Tem Darrell Steinberg will act as acting governor in the absence or incapacity of the chief of state based on the state’s line of succession.

Taser Controversy: UCSF Cardiologist Zian Tseng Cited in Wired Magazine
Zian Tseng, a cardiac electrophysiologist at the University of California, San Francisco, is an expert at stopping hearts. He implants defibrillators into people with heart disease. Should the heart go into deadly overdrive, known as ventricular fibrillation, the electronic device jolts it back to its normal rhythm.
Before patching up his patients, Tseng checks the defibrillator by giving a well-timed electric shock to the heart, launching it into ventricular fibrillation. According to Tseng, the Taser could, in rare instances, have the same effect if placed over the heart.
“I firmly believe that used improperly, without proper technique and without proper safety measures in place, they can cause risk of sudden death,” he said.
